Abstract
According to a report by Fundación Ideas por la Paz (FIP), homicides against these individuals peaked in 2018, with a 38% decrease in the first quarter of 2019 compared to the same period in 2018. However, the number of threats has increased by nearly 50% over the past year, with 982 threats reported from March 2018 to February 2019. The Human Rights Activity (HRA) has been working to address these concerns, providing technical and financial assistance to institutional and civil society partners. In response to the May 4th attack against a group of 13 human rights defenders and social leaders from northern Cauca, HRA provided immediate assistance, including technical assistance and accompaniment in advancing protection measures and institutional response. HRA has also been working to develop a direct assistance project with Asociación de Consejos Comunitarios del Norte de Cauca (ACONC), another targeted CSO from the May 4th incident. Additionally, HRA has continued to press planning and preparation steps for its project to re-engineer the National Protection Unit's individual protection program. The HRA has also been working to address the human rights defender case and overall situation in southern Córdoba, maintaining due attention and follow-up regarding institutional response. The HRA has been working closely with the Inter-sectorial Commission for Rapid Response to Early Warnings (CERREM) and the Risk Measures and Recommendation Committee (CERREM) to ensure a swift and effective response to the situation. The HRA has also been working to address the root causes of the human rights situation in Colombia, including the lack of effective protection measures and institutional response. The HRA has been working to develop a comprehensive strategy to address these concerns, including the development of a direct assistance project with ACONC and the re-engineering of the National Protection Unit's individual protection program.
