The Justice for a Sustainable Peace Activity (JSP) is a four-year initiative, financed by USAID and implemented by Chemonics International.

Abstract
The activity supports Colombian efforts to expand justice services into communities previously lacking their benefits. JSP has three main objectives, with the first objective focusing on increasing access to more effective, inclusive, and responsive justice-related services in conflict-affected departments. This includes increasing the presence of the justice sector, promoting coordination of the justice sector, strengthening Justice Houses, and promoting rural justice services. The second objective aims to increase citizen support for the rule of law in conflict-affected departments, with lines of intervention including promoting citizen awareness of the justice sector, strengthening civil society for justice issues, and promoting citizen use of justice services. The third objective seeks to strengthen judicial responses for victims of the armed conflict, with lines of intervention including strengthening land restitution processes, strengthening assistance to victims in cases of sexual violence in the armed conflict, and responding quickly to the needs of justice in the post-conflict, including promotion of protection of human rights defenders and social leaders. JSP will conduct activities in 45 municipalities, distributed in six main regions. The activity will focus on increasing access to justice services, promoting citizen awareness and support for the rule of law, and strengthening judicial responses for victims of the armed conflict. The JSP Monitoring, Evaluation, and Learning (MEL) Plan outlines the performance measurement plan for the life of the contract, including the specific indicators that will be used to measure outputs, outcomes, and impacts, as well as the methodology and sources for collecting and analyzing data. The MEL Plan corresponds to JSP's progress towards meeting its contractual obligations and will report on overall progress to both USAID and the Government of Colombia. The plan will be modified, with USAID approval, over the life of the activity to reflect changes in the Work Plan. The MEL Plan includes a detailed description of the methodology and sources for collecting and analyzing data, as well as plans for collecting the baseline for each indicator and a learning agenda. Potential targets are included, but targets will be finalized with USAID concurrence upon completion of baseline data collection. The JSP MEL Plan was developed based on internal JSP team sessions and meetings with USAID and stakeholders in Bogota. Participants in the various meetings included the chief of party, deputy chief of party, the JSP monitoring and evaluation (M&E) specialist, technical staff, and the director of Chemonics home office MEL department. The MEL Plan reflects JSP's contract and initial Work Plan, and will be finalized after receiving feedback from USAID and completing consultations with all stakeholders and counterparts.
