Abstract
The Sustainable Development Goals (SDGs) adopted by the UN in September 2015 emphasize the importance of ensuring healthy lives and promoting well-being for all, at all ages, and ending poverty in all its forms everywhere. USAID's vision for international development, ending extreme poverty, and achieving global health goals relies on the progressive realization of UHC. The concept of UHC is centered around providing affordable, equitable access to needed care, with financial risk protection, access, population coverage, and quality of care being key components. The UHC Coverage Cube, developed by the World Health Organization and Busse, Schreyogg, and Gericke, illustrates the importance of considering multiple dimensions of UHC, including equity, quality, and sustainability. Achieving UHC requires a comprehensive approach, with no single pathway to success. A hypothetical view of UHC by income group, as proposed by Hsiao, Roberts, and Reich, highlights the need for tailored strategies to address the unique challenges faced by different populations. In the context of Ghana, the National Health Insurance Scheme (NHIS) has made significant progress in expanding coverage and improving access to health care services. The NHIS in Ghana has achieved notable successes, including increased enrollment and improved health outcomes. However, the scheme faces significant challenges, including financial sustainability and the need to improve expenditure management. A national technical review of the NHIS has identified key areas for improvement, including the development of a more robust financial management system and the implementation of more effective cost containment measures. The review has also emphasized the importance of strengthening the NHIS's governance and management structures to ensure its long-term sustainability and effectiveness.
