Grant is authorized under the Human Rights Initiatives Project to the Inter-American Institute of Human Rights (IIDH) and its Center for Electoral Promotion and Assistance (CAPEL) for follow-on activities to earlier project grants.

Abstract
Activities will include: (1) education -- continuation of IIDH"s Interdisciplinary Human Rights Course, which annually trains 120 persons from throughout the western hemisphere, initiation of special courses for target groups (e.g., lawyers, politicians, labor unions), a human rights conference and annual seminars in the Caribbean, and development of an IIDH audiovisual production unit; (2) knowledge and outreach -- studies of indigenous populations and refugee repatriation and production of a review and a newsletter; (3) electoral development activities, implemented by CAPEL, including TA, conferences, research (studies are planned on political parties, elections and democracy, and electoral laws; (4) specialized conferences on economic rights, the impact of international agreements such as the regional Protocol of San Salvador, and women and human rights; (5) upgrading of the joint IIDH/Inter-American Court library (the only Central American depository of all UN and OAS human rights documentation); and (6) institutional strengthening of IIDH itself, including staff training.
