The National Smart Grid Mission (NSGM) was established by the Ministry of Power (MOP) in March 2015 to plan, implement, and monitor Smart Grid activities in India.

Abstract
The NSGM required a comprehensive implementation framework to ensure effective rollout of its activities and day-to-day operations. The U.S.-India bilateral Partnership to Advance Clean Energy - Deployment Technical Assistance (PACE-D TA) Program provided support to the NSGM to develop this framework. The implementation framework includes roles, goals, and processes for various functional processes within the NSGM and its relationships with states, utilities, and other stakeholders. It also outlines a long-term roadmap and immediate priorities for the rollout of policies, standards, programs, projects, research, and demonstration and development initiatives. Additionally, the framework provides business models for public, private, and public-private partnership modes of investing in various domains of Smart Grids, starting with Smart Meters. The framework is divided into four modules: NSGM Institutional Structure, Policy Framework, Smart Grid Standards, and Business Models. Module 1: NSGM Institutional Structure sets a vision and objective for improving the quality, reliability, and access of power. It details the role of the center and states in governance structure and the actions to be taken to achieve the rollout of Smart Grid in the country. Module 2A: Policy Framework establishes robust processes for policy formulation, faster formulation and adoption of policies at the national and state levels, and outlines policies relating to information and operational technologies such as interoperability and consumption. Module 2B: Smart Grid Standards sets the scope, principles, and process of standards development, identifies Smart Grid standards' requirements and gaps that need to be addressed, and outlines the framework for standards development. Module 3: Business Models outlines potential Smart Grid programs, provides a business model framework, and lists performance indicators essential for the monitoring of activities under the four units of the NSGM Project Management Units (NPMUs). The module also describes the Monitoring, Review, and Verification (MRV) framework for the NSGM activities, programs, policies, standards, and financing. The MRV framework provides a framework for review and monitoring, learning for future rollout, and baseline information for measuring benefits. The implementation framework aims to streamline operations at the NSGM, coordinate across the four NSGM Project Management Units, and establish robust processes for policy formulation. It also aims to facilitate faster rollout of standards, economies of scale resulting in competitive markets for Smart Grid, and a boost to public and private sector technology development. The framework is expected to contribute to the development of market-based approaches for Smart Grid programs, increased investment in Smart Grid programs, and the establishment of appropriate performance goals, baseline information for measuring benefits, and a framework for review and monitoring.
