Abstract
The report identifies the most effective CVE interventions nationally and in each province, highlighting the unique regional dynamics that influence CVE programming. Social cohesion interventions are identified as a key effective CVE intervention, particularly in reducing the gap between the State and citizens. Engagement with youth at university and community levels is also seen as effective, as is engagement with civil society organizations (CSOs) and media to create awareness and increase outreach to vulnerable communities. Capacity building of religious leaders to promote peace and interfaith harmony is another effective intervention, particularly in KP. In Sindh, social cohesion interventions and engagement with youth are seen as most effective, while in Punjab, social cohesion interventions, engagement with youth, and local governments are seen as most effective. The report emphasizes the importance of engaging with youth in CVE programming, particularly in madrassas and non-traditional educational institutions. Partnering with educational institutions to increase provision of accredited CVE courses is also recommended. Additionally, strengthening media engagement is crucial, as is shifting from small grants to longer partnerships with CSOs and government institutions to achieve long-term results. The report highlights the need for enhanced engagement with members of provincial assemblies, provincial, and local governments to help them gain trust in their communities and improve community engagement to identify and address drivers of violent extremism. Establishing a CVE learning platform, including a community of practice with government, donors, academia, and CSOs, is also recommended to share and exchange ideas and best practices to improve CVE programming. Long-term partnerships with CSOs to support CVE interventions are more effective than short-term, small grants. The report concludes that the Mission's CVE interventions must be fully aligned with the provincial dynamics to achieve effective CVE programming. The report draws from CVE activities' progress reports, implementing partner studies, focus group discussions, and surveys with IPs, sub-grantees, and relevant USG staff.
