Abstract
The program aims to rebuild conflict-affected public schools, health and water infrastructure, improve the learning environment in public schools, and rehabilitate essential irrigation and communication infrastructure damaged by the 2010 flash floods. PaRRSA is headed by the Director General (DG) of the Provincial Disaster Management Authority (PDMA). The DG is responsible for the successful implementation and completion of the program interventions. The management structure of PaRRSA is outlined in Annexure A, which provides a detailed overview of the organizational setup. The Financial and Management Support Services to KPRP, FATA Infrastructure Program (FIP), and Municipal Services Program-KP (MSP-KP) (FMSS-KP) project is a task order under the Pakistan Capacity Development Services (PCDS) IDIQ contract awarded to Chemonics International. The goal of FMSS-KP is to provide financial and management support services to PaRRSA in relation to KPRP. KPMG Taseer Hadi & Co. is a subcontractor to Chemonics International and is responsible for performing a human resources gap analysis of KPRP and providing an updated status of the risks identified in the earlier agreed Program risk mitigation plan. The human resources gap analysis serves as a benchmark of conditions before FMSS-KP implementation. The analysis aims to identify gaps in human resources management, including functional heat maps, potential mitigation measures, and detailed assessment results. The report consists of three sections: the Executive Summary Section, the Detailed Assessment Result Section, and Annexures. The approach and methodology used by KPMG Taseer Hadi & Co. were based on the premise that for successful implementation of the Program in accordance with envisaged objectives, the implementing partner requires certain minimum capacities and systems as detailed in the Program constitutive documents. The analysis focused on identifying gaps in human resources management, including functional heat maps, potential mitigation measures, and detailed assessment results. The report highlights the importance of human resources management in the successful implementation of the KPRP.
