Abstract
in partnership with several organizations. The project aimed to increase the use of priority health services, particularly among women, girls, poor, and rural populations, in developing countries. The project was funded by the United States Agency for International Development (USAID) with a budget of $209 million. The project's primary objective was to improve the health of India's population by expanding access to healthcare. To achieve this goal, HFG worked with partner countries to increase their domestic resources for health, manage those resources effectively, and make wise purchasing decisions. The project focused on strengthening health systems, supporting countries in navigating economic transitions, and ultimately achieving universal healthcare. The project's performance monitoring plan (PMP) described the performance measures used to monitor implementation of project activities in India and measure achievements against planned targets in Year 6 of the project. The PMP outlined the project's goals, key project activities, and expected results, as well as its alignment with the Government of India's (GOI) and USAID/India's priorities. The project's key activities included increasing domestic resources for health, improving health management information systems (HMIS), and enhancing the capacity of health systems to manage resources effectively. The project also focused on improving the use of priority health services, including HIV/AIDS, tuberculosis, malaria, maternal and child health, and population and reproductive health services. The project's performance indicators were designed to measure progress toward its goals and objectives. These indicators included metrics such as the number of people accessing priority health services, the percentage of households with access to health insurance, and the level of domestic resources allocated to health. The project's monitoring and evaluation (M&E) approach was integral to its performance management. M&E was used to monitor project performance, inform the project's implementation approach, and encourage learning among stakeholders and partners. The project's M&E framework included data collection procedures, data storage, data quality audits, data analysis, and reporting and dissemination. The project's results framework outlined the expected outcomes and indicators for each of its key activities. The framework included intermediate results (IRs) and performance indicators that measured progress toward the project's goals and objectives. The project's performance indicator summary table provided a comprehensive overview of the indicators used to measure progress toward its goals. The project's alignment with the GOI and USAID/India's priorities was a critical aspect of its implementation. The project worked closely with the GOI and USAID/India to ensure that its activities were aligned with their priorities and objectives. The project's performance monitoring plan was designed to ensure programmatic excellence and integrity throughout project implementation, track progress toward its goals, and encourage learning among stakeholders and partners.
