Abstract
This document presents the project"s report on indicators of sexually transmitted disease (STD)/HIV. The initial section discusses the integration of STD/HIV into reproductive health services, as well as several technical issues involved in identifying indicators. The indicators selected, which correspond to the primary STD/HIV intervention strategies (condom use, reduction in sexual partners, control of STDs, and education/counseling), are organized in terms of (1) outputs (program-based measures), including functional outputs, service outputs (adequacy), and service utilization; and (2) outcomes (population-based measures) in both the intermediate and long term. Included is the following short list of primary indicators: (1) percentage of service delivery points stocked with condoms and educational materials; (2) percentage of clients correctly managed for STDs; (3) percentage of clients screened appropriately for reproductive tract infections (RTIs) before IUD insertion; (4) number of condoms distributed; (5) percentage of family planning clients who accept condoms; (6) percentage of adults practicing care-seeking behaviors that reduce STD/RTI infection; (7) percentage of adults practicing low-risk behavior for STD/HIV; (8) percentage of target population with an unmet need for protection; (9) female empowerment for condom use (composite indicator); (10) STD prevalence in a defined target population.
