Abstract
The study was conducted by the Organización Internacional para las Migraciones (OIM) in collaboration with the Alcaldía Mayor de Bogotá, D.C. and other organizations. The study aimed to develop an index of conditions for national reconciliation, which is a tool to measure the level of reconciliation in a given area. The index is composed of several dimensions, including confidence, democracy, victim rights, and territory. The study used a mixed-methods approach, combining qualitative and quantitative data to develop the index. The pilot study was conducted in Bogotá, Medellín, and San Carlos (Antioquia), and the results are presented in the publication. The study found that the level of reconciliation in Bogotá is moderate, with some areas of improvement and others that require attention. The study also found that the level of democratic participation is moderate, with some areas of improvement and others that require attention. The effectiveness of institutions in promoting reconciliation is also moderate, with some institutions performing better than others. The study recommends several actions to improve the level of reconciliation in Bogotá, including: * Increasing the level of confidence between victims and perpetrators through education and awareness-raising programs. * Improving the effectiveness of institutions in promoting reconciliation, particularly in areas such as victim rights and democratic participation. * Increasing the level of democratic participation and promoting the involvement of civil society organizations in the reconciliation process.
