The Health Finance and Governance (HFG) project in Indonesia aims to increase the use of priority health services, especially by women, girls, poor and rural populations.

Abstract
The project is a six-year, $209 million initiative led by Abt Associates, Inc., in partnership with several organizations. The project works with the Government of Indonesia (GOI) to improve the health of the population by expanding people's access to health care. The GOI is rolling out national health insurance, called JKN, using a single payer agency, BPJS. The goal is to increase coverage from 100 million people in 2014 to the entire population of 250 million by 2019. Indonesia will have the largest single-payer insurance system in the world if these goals are attained. HFG began working with USAID/Indonesia in 2015 on various activities, including a rapid analytical review of Indonesia's health system. The rapid analytical review included a comprehensive literature review and key informant interviews with over 100 respondents. The team visited three districts and disseminated findings and recommendations to USAID/Indonesia, USAID/Washington, and the Ministry of Health (MOH). The review identified key knowledge gaps and formed the basis of the Key Document Repository. HFG also supported Harvard's Kennedy School of Government to convene the fifth annual Asia Public Policy Forum (APPF) in August 2015 in Jakarta. The APPF brought together policymakers and implementers from Indonesia and several ASEAN countries. Additionally, HFG prepared and conducted a "UHC 101" training for USAID's implementing partners in Indonesia around the topics of health financing, insurance, and Universal Health Coverage (UHC). The project's overall goal is to increase the use of priority health services, including primary health care services, by partner countries' populations through improved governance and financing systems in the health sector. The project's performance will be monitored and evaluated using a Performance Monitoring Plan (PMP), which describes the performance measures by which HFG will monitor implementation of project activities in Indonesia and measure achievements against planned targets and the HFG results framework. The PMP outlines the activity goals, key country activities, and expected results for activities, aligning with USAID/Indonesia's priorities. It also describes the performance indicators and procedures for data collection, data management, data quality assurance and analysis, data reporting, use and dissemination, and an evaluation plan. Monitoring and evaluation will be used to inform the project's implementation approach and future programming, ensuring that activities are moving in the right direction and contributing to the HFG results framework.
