The process of elaborating the Modelo Institucional de Carrera del Servicio Civil in the Ministerio de Hacienda, carried out with the support of the Programa de Democracia y Gobernabilidad, continues with its progressive implementation.

Abstract
In this framework, after the experience of implementing key directions of three viceministerios, the need to expand the scope of implementation to cover the Dirección General de Jubilaciones y Pensiones (DGJP) and conclude the process initiated in a previous stage with the Dirección General del Tesoro Público (DGTP) has been identified. The implementation of the model in each organizational unit, in the framework of the Resolución MH 167/2019, requires the application of a series of technical instruments related to the management of the organizational structure and the administration of work positions. The conduct of the implementation of the model is a joint responsibility between the Dirección de Modernización e Innovación and the Dirección de Administración del Capital Humano y Capacitación of the Ministerio de Hacienda. The technical assistance, in this stage, pursues as its central objective, supporting the consolidation and implementation of the institutional career model of the civil service, through the strengthening of HR in the DMI and the DACHC, concluding processes initiated with the DGTP, collaborating for the installation of the CTE to the institutional server and supporting the strengthening of the DGJP with the application of the tools for the administration of structures and work positions to finally have a Manual of Organization, a Manual of Job Classes and the Descriptions and Valuations of the Individual Profile of each official of the dependency. The technical assistance has advanced in the development of the training-action program, and as a practical result of the process, the Mapa de Procesos of the institution has been updated, and the loading of data for the subsequent Analysis of the Workload by work position by Organizational Unit has been finalized. The activities carried out in the period under report have been the development of the training-action program, the technical meetings for the definition and coordination of activities with the assigned counterparts, and the analysis with the Director General of the DGJP of her vision on the changes that would be necessary for a better functioning of the dependency. The instruments worked on in this stage are necessary to characterize the current situation of the DGJP and identify the changes that could be necessary. The Excel table worked on to update the Mapa de Procesos and carry out the Analysis of the Workload by Organizational Unit and that is annexed in this report, includes the following sections: - Mapa de procesos Institucionales of the Dirección General de Jubilaciones y Pensiones - Volumen Anual and Complexity of work - Table where the intervention of the different departments of the DGJP in each procedure/product is visualized - Assignment of Annual Work Hours/Puestos de trabajo and Calculation of Assignment of Annual Work Hours x Puesto de Trabajo (determine this is the next step, now the total number of products generated by each unit per year has been identified and classified by level of complexity) A total of 18 meetings and workshops have been held with the counterparts of the DGJP, with the participation of the analysts of the DMI and the DACHC, since the beginning of the consultancy until the period under report. The meetings/workshops have been developed virtually, following the institutional recommendations of sanitary care. Sessions are combined through videoconferences, with mail exchanges, and a WhatsApp group was created to attend to the queries that may arise as part of the process. The following list of workshops is presented: - On November 13, the Plan of Work of the new stage of technical assistance to the DMI/DACHC was outlined. - On November 25, the Technical Assistance to the DGJP of the MH was presented. - On December 3, a meeting was held to define how to start the activities of training and technical assistance. - On December 7, the criteria and modality of work with the DMI as guidance for the technical assistance to the DGJP were defined. - On December 10, the DACHC reviewed the DVPI Instrument and its requirements in terms of data. -
