Abstract
The initiative's main objective was to support the implementation of the plan of action of the Red Democracia y Transparencia network. The consultant, Paola Vaccotti, conducted a monitoring and evaluation of the initiative's activities, focusing on the collaboration between member organizations of the Red Democracia y Transparencia network. The consultant conducted interviews with the coordinators of the projects, Bruno Martínez of ID and Teresa Raidán of Conciencia Viva, to gather information on the strengths and weaknesses of the network's formal linkages. Teresa Raidán highlighted the positive aspects of the network's formal linkages, including the union and collaboration between organizations with different approaches but a shared goal of transparency. She also emphasized the need for more frequent meetings, sincerity in the purpose of each organization, and less dependence on the executive boards to make decisions. The consultant identified good practices, such as the interest of organizations in the project's execution and the diffusion of activities among member organizations. Bruno Martínez also contributed to the evaluation, highlighting the knowledge and expertise of other organizations that can provide valuable inputs. He emphasized the importance of complementarity and the need for a more effective coordination of the network, with a stronger institutional framework and governance structure. The consultant also identified areas for improvement, such as the need for a more dynamic and inclusive network that can involve all member organizations in decision-making processes. The evaluation concluded that the member organizations of the Red Democracia y Transparencia network are motivated to strengthen their linkages. However, the current situation, with CEAMSO as a member and financier of the projects, has created tension and limited the initiative's effectiveness. The consultant suggested modifying this situation by requesting permission or not participating as members of the network until the project funding is finalized. The initiative's geographic focus is on Paraguay, with a specific emphasis on the Asunción region. The timeframes for the initiative are not explicitly stated, but the evaluation was conducted in May 2019. The recommendations for the initiative include strengthening the network's institutional framework, improving coordination and communication among member organizations, and promoting a more inclusive and participatory decision-making process.
