Abstract
The CAJ was established by Acordada N° 865/2013, which delegated the functions of Administration Presupuestaria, Financiera, Contable, and Patrimonial to the CAJ. Initially, the CAJ was composed of the President of the CSJ, one Minister of the CSJ, and three Counsellors. However, the CAJ did not have the subordination of the Dirección de Recursos Humanos, as proposed in the original technical proposal. Furthermore, the Acordada of its creation did not formally establish the functions assigned to the Consejo de Superintendencia de Justicia by Law N° 905/95. The CAJ underwent significant changes in its structure and competencies. By Acordada N° 941/2014, the CAJ's competencies were expanded, and several organizational units, including the Dirección General de Auditoria Interna, Dirección de Planificación y Desarrollo, and Dirección de Tecnologías de Información y Comunicación, were placed under its direct supervision. The CAJ's development can be divided into three phases: ascenso (2013-2017), descenso (2017-2018), and the current phase. During the ascenso phase, the CAJ's competencies were expanded, and its structure was modified. However, during the descenso phase, the CAJ's competencies were reduced, and its structure was simplified. The CAJ's current phase is characterized by a reevaluation of its competencies and structure. The Corte Suprema de Justicia is considering the elimination of the CAJ, which would have significant implications for the management of the CSJ's administrative and operational activities.
