Abstract
A monitoring unit within the Government of Grenada"s (GOG) Ministry of Planning (MOP) will coordinate GOG project implementation. The project will: (1) rehabilitate 6 road segments (18.7 miles), 4 bridges, and related retaining walls and drainage structures (18 months of expatriate civil engineering TA will be provided); (2) conduct emergency repair work on 20 of Grenada"s 64 schools and provide vocational training in related skills to unemployed youth; (3) improve solid waste collection by providing 3 compactor trucks for urban collection, arranging for the transfer of vehicles from an A.I.D. airport project, preparing disposal sites, and funding on-the-job training in Barbados and a short course in solid waste management for a GOG official (the GOG will initiate a derelict vehicle and steel program under this activity); (4) convert 6 warehouses into factory shells for light manufacturing; (5) promote tourism by restoring Fort Frederick, establishing a visitors" center at Grand Etang, and revitalizing the Carenage (Grenada"s focal point for tourism) by adding a sidewalk, grates, several new docks, etc; (6) install 15,000 feet of gravity fed pipeline to connect the Mamma Cannes and St. George"s water systems and provide hardware and equipment to reduce water losses and add 250,000 gallons/day to capacity; (7) fund and install a standby generator, 2 pumps, and related equipment for St. George"s wastewater system; and (8) address electricity distribution losses and insufficient coverage by replacing 12.5 miles of conductor and 220 poles in the secondary system, providing 4 calibration meters, connecting East and West St. George"s with .4 miles of line, and extending a line 2 miles from Morne Rouge to the airport. Up to three advisors will help the MOP monitoring unit oversee implementation of the project, which will create 132,000 person-days of employment. GOG inputs will be required to cover the recurring costs of the roads, schools, waste water, and solid waste disposal activities.
