Abstract
The project, to be implemented mainly by Grenada"s Ministry of Communications and Public Works, will: (1) upgrade the capacity to provide aggregate, asphalt, and cement for construction; (2) develop an industrial park; (3) improve roads; and (4) upgrade power generation capacity. The project will purchase a portable asphalt plant which will complement a new portable rock-crusher being purchased separately (both pieces of equipment will replace worn-out units currently in use). A 4-person TA team will help install and operate the new units and will train Grenadian personnel at Mount Hartman and Telescope quarries in their operation. Aggregate and asphalt produced at the quarries will be sold at commercial rates to private and donor-financed construction projects. After about a year, the Government of Grenada (GOG) will either privatize the quarries or have them operated by an autonomous public sector company under a management contract. To help attract foreign investment, an industrial park will be developed in the Frequente area, near the Point Salines International Airport and St. Georges Port. The park will include roads, utilities, fencing, site preparation, and the construction of at least two complete factory shells totaling 20,000 square feet. The GOG will invest title to the site in the Industrial Development Corporation. The project will complete the paving of two major roads in the South-West Quadrant (Lance Aux Epines and Morne Rouge), of the St. George"s-Grenville Main Road, and of selected road segments in St. George"s. Finally, the project will increase the Grenadian Electricity Company"s generating capacity by replacing worn-out generators. One or two electrical generators with a combined size range of 1,800-3,000 kw will be procured and installed.
