Abstract
The strategy seeks to convert these concerns into a reform initiative by raising awareness among target groups and demonstrating the necessity of imminent changes. Efforts will be made to attract all interested parties and engage the government in public-private dialogue (PPD). Georgia's insolvency system has become a prolonged challenge for all participants involved in insolvency proceedings. The Insolvency Reform Advocacy Strategy, a G4G grant program, was initiated due to the need to foster and encourage insolvency reform and adopt an effective insolvency regime. Discussion about the insolvency system has been held within various groups of interested parties/organizations, but no results have come to fruition. To influence policy and carry out the campaign, several activities are envisaged. These include building alliances and forming strong partnerships, determining primary target audiences for each objective, and analyzing their positions toward insolvency reform. The project team will conduct face-to-face interviews with targeted audiences to collect information about their experience with insolvency proceedings. The business community and public are primary targets for objective 1, which aims to make insolvency reform a prioritized interest of these groups. The project team will analyze the positions of these stakeholders toward insolvency reform and identify people/organizations to influence them. Concrete activities will be scheduled to achieve this objective. The Insolvency Reform Advocacy Task Force (IRAFT) will be created to build a strong and unified voice in PPD. IRAFT will seek to involve as many interested parties as possible and outline the problematic aspects of current insolvency regulations and practice. The task force will work on elaborating the best possible solutions for the issues in question. The project team will conduct a potential partner analysis to identify stakeholders with expertise and/or experience participating in insolvency proceedings. These stakeholders will be analyzed based on their contributions, such as access to decision makers, human resources, and expertise. The project team will determine the primary target audiences for each objective and analyze their positions toward insolvency reform.
