PES covers the period 5/79-6/80 and consists of a facesheet attached to a special evaluation (XD-AAJ-760-A). Action decisions are to: (1) reformulate the project strategy to address socioeconomic goals more directly; (2) extend the project to 9/84; (3) give local organizations a more active role in implementation; (4) conduct a management audit and add to the project staff a Deputy Director and a full-time agricultural economist from the Ministry of Agriculture; (5) strengthen the management information system, with special attention to the farm plan; (6) lower the cost of land treatments and maintain records of individual treatments for cost comparison purposes; (7) place greater reliance on extension personnel in determining research priorities; (8) review the mix of technical advisors; and (9) amend the loan agreement to stipulate that the soil conservation fund be capitalized only with repayment of loans made to cover the 25% share.
