Abstract
It is designed for use by health program staff, including project directors and gender focal persons. The toolkit aims to provide a framework for incorporating gender into M&E, enabling programs to better understand and address the needs of women and girls, as well as men and boys. Background The integration of gender into M&E is essential for ensuring that health programs are effective and equitable. Gender disparities in health outcomes are a significant concern globally, with women and girls often facing barriers to accessing healthcare services. By incorporating a gender perspective into M&E, programs can identify and address these disparities, ultimately improving health outcomes for all individuals. Gender, Health, and M&E The relationship between gender, health, and M&E is complex and multifaceted. Gender influences health outcomes, and M&E activities must take this into account to ensure that programs are effective and equitable. The toolkit provides guidance on how to integrate gender into M&E, including the development of a rationale for gender integration, identification and engagement of stakeholders, and the development of a gender-integrated M&E plan. Principles, Policies, and Frameworks on Gender Integration Several principles, policies, and frameworks guide the integration of gender into M&E. These include the Global Health Initiative (GHI) Supplemental Guidance on Women, Girls, and Gender Equality (WGGE) Principle and the WGGE results framework and illustrative indicators. The toolkit draws on these frameworks to provide guidance on how to integrate gender into M&E. Audience for the Toolkit The toolkit is designed for use by health program staff, including project directors and gender focal persons. Rapid Assessment Checklist A rapid assessment checklist is provided to help programs assess their current level of gender integration into M&E. How to Use This Toolkit The toolkit is designed to be used in a step-by-step manner, with each module building on the previous one. The modules include developing a rationale for gender integration, identifying and engaging stakeholders, setting the stage for gender integration, building a gender-integrated M&E plan, and developing an implementation and dissemination plan. Materials in the Toolkit The toolkit includes a range of materials, including handouts, spreadsheets, and PowerPoint presentations. These materials provide guidance on how to integrate gender into M&E, including the development of a rationale for gender integration, identification and engagement of stakeholders, and the development of a gender-integrated M&E plan. MODULE A. Developing a Rationale for Integrating Gender in M&E Activity A.1. Gathering Background Information The first step in developing a rationale for integrating gender into M&E is to gather background information on the program's goals, objectives, and scope. This includes reviewing the program's mission statement, goals, and objectives, as well as its current M&E activities and reporting. TOOL 1: Handout: Checklist of Sources of Information for the Integration of Gender in M&E Efforts A handout is provided to help programs identify sources of information for the integration of gender into M&E efforts. The handout includes questions on the program's goals, objectives, and scope, as well as its current M&E activities and reporting. Activity A.2. Organizing Background Information Once background information has been gathered, it is essential to organize it in a way that is useful for developing a rationale for gender integration. This includes creating a spreadsheet to organize the information and identifying key themes and issues. TOOL 2: Spreadsheet: Organizing Gender Integration Information A spreadsheet is provided to help programs organize gender integration information. The spreadsheet includes columns for program goals, objectives, and scope, as well as current M&E activities and reporting. MODULE B. Identifying and Engaging Stakeholders Activity B.1. Identifying Stakeholders The next step in developing a rationale for integrating gender into M&E is to identify stakeholders who will be involved in the process. This includes program staff, community members, and other stakeholders who will be affected by the program. TOOL 3: Stakeholder Analysis Matrix A stakeholder analysis matrix is provided to help programs identify and analyze stakeholders. The matrix includes columns for stakeholder identification, analysis, and engagement. Activity B.2. Engaging Stakeholders Once stakeholders have been identified, it is essential to engage them in the process of developing a rationale for gender integration. This includes holding stakeholder meetings and providing opportunities for feedback and input. MODULE C. Setting the Stage for the Integration of Gender in M&E Activity C.1.
