Abstract
Information Agency (USIA) for a program to reduce human rights abuses in Tunisia. The program will comprise four elements. (1) A U.S.-based NGO in Tunisia will manage a series of workshops aimed at strengthening the technical expertise of the Tunisian Higher Committee on Human Rights and Basic Freedoms (the Driss Committee) as well as that of human rights monitoring agencies within other Tunisian ministries. European NGOs and other organizations involved in Tunisia"s human rights situation will be invited to contribute to the workshops. (2) A U.S.-based NGO will assist the Government of Tunisia (GOT) in fielding a team to implement a public awareness program on human rights in the country"s major cities. (3) USIA will implement selected IEC activities, including an Arabic-language TV production on human rights, and the preparation of materials to support the above-mentioned public awareness program. (4) Finally, the grant will fund two return visits by a team of U.S. judges and lawyers, who visited Tunisia in Spring 1993, to present dramatic simulations of various aspects of due process. These presentations will introduce law students and public groups, such as journalists and human rights activists, to basic elements of U.S. criminal law (including the role of an independent judiciary, the right to bail, etc.), and include depictions of U.S. cases that have Tunisian analogs.
