Abstract
Active consultation and coordination with institutional counterparts within the Government of El Salvador (GOES) facilitated this progress. The Technical Executing Unit (UTE) of the Justice Sector Coordinating Commission, the National Civil Police (NCP), the Supreme Court (SC), the Procuraduría General de la República (PGR), and the Attorney General's Office (AGO) were among the key partners involved. Additionally, civil society organizations (CSOs) and other counterparts contributed to the project's success. Implementation of Project activities focused on expanding and strengthening the Community Policing Model (CPM). This involved enhancing the capacity of the National Civil Police (NCP) to engage with local communities and address their needs. The AGO Rapid Response Units (RRUs) were also strengthened, enabling them to respond more effectively to emerging security threats. Domestic Violence Initiatives (DVIs) and Rape Crisis Centers (RCCs) were established to provide critical support services to victims of violence. Furthermore, Attention to Women in Situations of Violence Centers (UNIMUJERs) were established to provide specialized assistance to women in need. The JSSP also made significant progress in improving the justice sector's capacity to address corruption. The Illicit Enrichment Law (IEL) and the investigation of corruption were strengthened through the development of new procedures and the training of law enforcement officials. The National Judicial Council's judicial evaluation and selection systems were also improved, enhancing the integrity and accountability of the judiciary. Community policing was a key focus area for the JSSP during this reporting period. The project worked to expand and strengthen the Community Policing Model (CPM), which aimed to build trust and cooperation between the police and local communities. This involved training police officers in community policing techniques and establishing community policing units in various parts of the country. The JSSP also made significant progress in improving the justice sector's capacity to address domestic and gender-based violence. The project worked to establish Domestic Violence Initiatives (DVIs) and Rape Crisis Centers (RCCs) to provide critical support services to victims of violence. Additionally, Attention to Women in Situations of Violence Centers (UNIMUJERs) were established to provide specialized assistance to women in need. The JSSP's progress during this reporting period was significant, with numerous components of the Work Plan advanced. The project's focus on community policing, domestic and gender-based violence, and corruption helped to strengthen the justice sector's capacity to address these critical issues.
