Abstract
Digital strategies enabled significant progress in implementing an electronic judicial case file system, installing Automated Biometric Identification System (ABIS) at the department of forensic medicine, facilitating virtual trials and hearings, and implementing enhanced management models at inter-agency justice centers, in 28 criminal courtrooms, and at three special prosecutors' offices. Unidos expanded access to justice by promoting the Critical Route for Attending to Domestic Violence. Activities involved justice operators, police, and civil society advocates, including comparing best practices with current practice, affixing posters illustrating the route and forms of domestic violence, developing and validating a Best Practices Guide for Domestic Violence Hearings, and providing training to judges and prosecutors. Unidos equipped civil society organizations with the capacity to advocate for improved justice services and hold state institutions accountable. Civil society strengthening grants supported advocacy by the Afro-Honduran minority, the Association for a More Just Society, and the Mennonite Social Action Committee. These organizations participated in the development of the Strategic Modernization and Innovation Plan (PEIM) for the Judicial Branch, which aimed to improve justice system efficiency and reduce impunity. The Judicial Branch Strategic Innovation and Modernization Plan (PEIM) was developed in collaboration with civil society organizations. The plan aimed to improve justice system efficiency and reduce impunity through innovations at forensic medicine, enhanced justice center management models, and efficient court hearings. The plan also included capacity building for justice operators and institutional strengthening of the National Police. Unidos supported community policing through the National Community Policing Service Model (MNSPC). The model aimed to improve police-community relations and reduce crime. Unidos also provided protective measures for women's shelters and helped justice operators cope with the front lines of the pandemic. Additionally, Unidos used prevention activities to support the outreach of the National Police to urban residents. The project management and operations of JHRSS were overseen by DAI Global, LLC. Grants were awarded to support civil society strengthening and advocacy. Monitoring, evaluation, and learning activities were conducted to assess the project's progress and identify lessons learned. The project's financial statement and success stories were documented in the report. The report highlights the achievements of JHRSS in promoting justice system reforms, expanding access to justice, and strengthening civil society organizations. The project's efforts to improve justice system efficiency and reduce impunity are also emphasized. The report provides a comprehensive overview of the project's activities and outcomes during Year 4.
