training for labor union leaders. During the life of the project, approximately 570 high- and mid-level LDC labor leaders will attend study programs in the U.S. to gain a better perspective of the role of labor in economic development, as well as an awareness of the methods through which the rank and file can take an active part in socioeconomic development. Most of the project particicpants will be nominated by A.I.D. Missions or U.S. Embassy labor officers after consultation with the A.F.L.-C.I.O. institutes in their respective regions. The International Labor Affairs Bureau of the Department of Labor, Trade Union Exchange Programs Division, will channel grant funds to LDC participants and provide services such as interpreters and escorts. The project"s 1-month study period will include an orientation in Washington D.C. with labor institutes such as the American Institute for Free Labor Development, the Africa-American Labor Center, and the Asian American Free Institute; a one-week seminar conducted by a labor relations institute at an American university; and field trips to various U.S. unions, industries, and public and private institutions. The themes of these study programs will include income distribution; union leadership self-help programs; occupational health and safety; community services activities; integration of women in country development; roles of unions in the democratic process; and new methods and techniques for rural union development with farmer groups, cooperatives, and market systems. The study program will be multi-regional in character in order to encourage participants to exchange ideas and experiences and to overcome provincialism in viewing workers" problems. The program will also provide direct country-to-country cooperation so as to strengthen world unionism.
