Abstract
The Local Health System Sustainability Project (LHSS) conducted a landscape assessment of telemedicine in Ukraine to identify key trends, challenges, and opportunities for growth. The assessment aimed to provide a comprehensive understanding of the current state of telemedicine in Ukraine and inform strategies for improving access to healthcare services. The assessment found that telemedicine has the potential to improve healthcare outcomes and improve access to healthcare services, particularly for vulnerable populations. However, several barriers to telemedicine adoption were identified, including limited infrastructure, inadequate training for healthcare professionals, and regulatory challenges. The assessment also highlighted the need for a more enabling environment for telemedicine growth, including the development of a national e-health strategy and the establishment of a telemedicine regulatory framework. The assessment identified several key trends and recent experiences in telemedicine use in Ukraine. These included the increasing use of teleconsultation services, the development of electronic medical records, and the growth of private healthcare providers offering telemedicine services. However, the assessment also noted that these trends were largely driven by individual initiatives rather than a coordinated national approach. The assessment recommended several strategies to address the barriers to telemedicine adoption and promote telemedicine growth in Ukraine. These included the development of a national e-health strategy, the establishment of a telemedicine regulatory framework, and the provision of training and capacity-building support for healthcare professionals. The assessment also recommended the establishment of a telemedicine coordination body to oversee the development and implementation of telemedicine services. The assessment highlighted the importance of addressing the needs of vulnerable populations, including those living in rural areas and those with limited access to healthcare services. The assessment recommended the development of targeted telemedicine services tailored to the needs of these populations, including the use of mobile health technologies and the establishment of telemedicine hubs in rural areas. The assessment also noted the importance of addressing the regulatory challenges facing telemedicine in Ukraine. The assessment recommended the development of a national telemedicine regulatory framework that would provide a clear and consistent approach to telemedicine regulation. The assessment also recommended the establishment of a telemedicine accreditation body to ensure that telemedicine services meet national standards. The assessment concluded that telemedicine has the potential to improve healthcare outcomes and improve access to healthcare services in Ukraine. However, several challenges need to be addressed to promote telemedicine growth, including the development of a national e-health strategy, the establishment of a telemedicine regulatory framework, and the provision of training and capacity-building support for healthcare professionals.
