Abstract
The guide is intended for those working within and administering the care system, as well as its stakeholders. It provides a roadmap for operation grounded in evidence-based monitoring and evaluation. The guide is the result of successful cooperation between the Ministry of Labor and Social Affairs of Armenia and the MEASURE Evaluation project, funded by the United States Agency for International Development (USAID). The ultimate goal of the guide is to protect the best interests of children, which is the principle that guides all actions. The guide is structured into four chapters, each focusing on a specific aspect of monitoring and evaluation. Chapter 1 provides an overview of the guide, including its background and context, purpose, intended users, and content. Chapter 2 introduces basic monitoring and evaluation concepts, including the definition of M&E, its utility, and the differences between M&E and an audit or inspection.
