The Liberia National Electoral Commission (NEC) conducted a gender survey in October 2016 to gather baseline data on indicators 4.1 and 4.2 of the Revised Strategic Plan.

Abstract
The survey aimed to assess staff knowledge on basic gender concepts, inclusion of gender concepts in their work, and staff confidence in performing their duties. A total of 124 respondents were drawn from the NEC headquarters staff, with 68 respondents participating in the survey. The survey revealed that two-thirds of respondents were men, while one-third were women. The majority of respondents (69%) reported being aware of key gender concepts and ideas, with the most commonly known concepts being gender sensitivity (30%), gender equity (22%), gender mainstreaming (13%), and gender analysis (11%). However, nearly one-third (31%) of respondents had no idea about key concepts or ideas about gender. The survey also found that 9 out of 10 respondents included gender concepts at varying levels in their daily duties, indicating a prioritization of gender inclusion by NEC employees. However, only a little over ten percent (14%) was able to effectively incorporate gender concepts in their work, highlighting the need for more gender awareness training to enhance staff effectiveness. In terms of staff confidence, almost all respondents (96%) agreed that they were either confident enough or very confident to perform their duties and functions. However, less than half (47%) of respondents agreed that they had all the necessary tools and equipment required to do their work, while more than one-third (37%) disagreed. The survey also revealed that staffers of the Commission were largely not conversant with the vision statement of the NEC, with more than 8 out of 10 respondents unable to state the revised vision statement correctly. Based on the findings, the Liberia Administrative and Systems Strengthening (LASS) program offered the following recommendations: 1. Regular on-the-job training should be conducted by the Gender Section to educate staff about basic gender concepts and ideas. 2. Regular provision of all the required materials and tools, as well as other incentives, will enable staff to perform their duties better. 3. Employees should prioritize the learning of the revised vision and mission statement and the strategic direction of the Commission. The survey questionnaire was designed to gather information on staff knowledge, inclusion of gender concepts, and staff confidence in performing their duties. The questionnaire consisted of questions on awareness of key gender concepts, inclusion of gender concepts in work, and staff confidence in performing duties.
