Abstract
The project's objective is to provide capacity building and institutional strengthening support to the Liberia Water and Sewerage Corporation (LWSC) and relevant Government of Liberia (GoL) counterparts to implement the LWSC's adopted framework. This support includes building capabilities, business processes, and necessary systems to successfully outsource management and operation of outstations to private entities. LMWP II aims to assist LWSC in establishing improved water supply access in each city, with infrastructure managed and operated by locally based entities capable of sustaining the service both financially and technically. The improved water systems will provide public health and economic development benefits in the three target cities. Tetra Tech and subcontractors are implementing LMWP II under USAID Contract No. AID-OAA-I-15-00052, Task Order #AID-669-TO-16-00008. The project's specific component is to provide quality assurance and defect and services to USAID in respect of the Capital Improvement Project (CIP), awarded to United Infrastructure Projects (UIP). CIP involves refurbishing and upgrading water treatment facilities, installing new distribution networks, and constructing water distribution kiosks in each of the three cities. Key achievements in Year 3 include the completion of construction and DLP warranty oversight, transitional management of water supply improvements, and capacity building, among others. The project has also made significant progress in institutional strengthening, with the establishment of a Performance Monitoring Plan (PMP) and regular reporting. Challenges faced by the project include coordination with other donors and stakeholders, as well as procurement and contract management. The project has made notable contributions through short-term technical assistance, with a focus on capacity building and institutional strengthening. The Work Plan for the next year (Year 4) outlines key activities and objectives, including continued capacity building, institutional strengthening, and coordination with other donors and stakeholders. The project's financial status is also discussed, with a focus on budget allocation and expenditure management. The Liberia Municipal Water Project II has achieved significant progress in Year 3, with a focus on construction, capacity building, and institutional strengthening. The project's objectives and activities are aligned with the USAID's goals and priorities, and the project's contributions are expected to continue in the next year.
