Abstract
The project focuses on the development of the Arun-3 Hydropower Project (Arun-3 HPP), which is one of the largest hydropower projects in Nepal. The project is being implemented by the Government of Nepal (GoN) and the State-owned Power Company, IBN (Independent Power Company Nepal). The project involves the construction of a 900 MW hydropower plant, which will generate electricity for both domestic consumption and export. The project also includes the development of a transmission system to evacuate the generated power to the national grid. The project is expected to contribute significantly to Nepal's energy security and help reduce the country's dependence on fossil fuels. The project is being implemented in accordance with the Project Development Agreement (PDA) signed between the GoN and IBN. The PDA outlines the terms and conditions of the project, including the responsibilities of the parties involved, the timeline for completion, and the milestones to be achieved. The project is being managed by the Project Management Unit (PMU), which is responsible for overseeing the implementation of the project and ensuring that it is completed within the specified timeline. The PMU has identified several key activities that need to be completed as part of the project. These include the signing of the PDA, the formation of the Project Monitoring Unit (PMU) and the Project Review Panel (PRP), and the obtaining of various government approvals and permits. The PMU has also identified several compliance requirements that need to be fulfilled, including the submission of regular reports to the GoN and the implementation of environmental and social safeguards. The project is expected to be completed within a period of 10 years, with the Final COD (Commercial Operation Date) scheduled for July 2023. The project will generate significant economic benefits for Nepal, including the creation of employment opportunities, the generation of revenue, and the improvement of the country's energy security. The project will also contribute to the country's sustainable development goals, including the reduction of greenhouse gas emissions and the improvement of the country's environmental and social conditions. The project is being implemented in accordance with international best practices and standards, including the World Bank's Environmental and Social Safeguards. The project will also be subject to regular monitoring and evaluation to ensure that it is completed within the specified timeline and that the expected benefits are achieved. The project will also be subject to regular reporting to the GoN and other stakeholders to ensure transparency and accountability. The project has several key stakeholders, including the GoN, IBN, the PMU, and the PRP. The project also involves several international organizations, including the World Bank and the Asian Development Bank, which are providing technical and financial assistance to the project. The project is expected to be completed within a period of 10 years, with the Final COD scheduled for July 2023.
