The Leadership, Management and Governance Project in Haiti (LMG/Haiti) supports two objectives, with the first objective focusing on reinforcing the Ministry of Public Health and Population's (MSPP) capacity to manage all sources of funding, including the United States Government, and to contract and manage health services.

Abstract
This objective aims to rationalize the allocation and use of resources, improve accessibility and quality of health services, and strengthen the continuum of care. To achieve this goal, LMG/Haiti has collaborated with the MSPP since 2012 to improve the quality of health services in Haiti. The project has introduced the Results-Based Financing (RBF) approach to incentivize good performance among clinical and health workers. LMG/Haiti provides coaching and mentoring support to the Unité de contractualisation (UC), which manages and monitors RBF implementation and coordinates all actors involved. The RBF approach is a key component of Objective 1, and LMG/Haiti has maintained a close collaborative partnership with the World Bank to support its implementation. The partnership includes conducting RBF trainings for MSPP staff, revising the RBF manual, scaling up RBF to health facilities in other departments, monitoring RBF implementation in the Nord-Est department, and conducting an impact evaluation of the RBF program. During the workplanning retreat in August 2015, Rigobert Mpendwanzi, RBF Consultant, participated in the planning of project activities for Project Year 4 (PY4) and specifically helped develop the content related to the support of RBF implementation. Mpendwanzi evaluated the achievements of year 3 and planned for year 4 using multiple tools, including internal and external environment analysis, examination of constraints and opportunities, and collection and discussion of inputs from team members. The workplanning process involved the development of a first draft of the workplan, formulation of a list of activities and timetable, development of a list of targets, deliverables, and partners, and drafting of a budget utilizing these assumptions. The next steps included integrating all inputs and sharing the draft of Objective 1 Workplan, developing the Objective 1 narrative, and continuing discussions and working on budget assumptions. The project has a strong collaborative partnership with the MSPP, and LMG/Haiti staff worked closely with the MSPP to develop the workplan. The project also maintained close communication with the World Bank and other stakeholders to ensure the successful implementation of the RBF program. The RBF Operational Manual was updated, and the MSPP/UC Workplan 2016 (Draft) was developed to guide the implementation of the RBF program in the upcoming year. The project's workplan for PY4 was developed in collaboration with the MSPP and other stakeholders, and it outlines the activities and deliverables for the upcoming year. The workplan includes the development of a budget, formulation of a list of activities and timetable, and development of a list of targets, deliverables, and partners. The project's success depends on the successful implementation of the RBF program, and LMG/Haiti will continue to work closely with the MSPP and other stakeholders to ensure its successful implementation.
