Abstract
The project's four objectives are to strengthen the capacity of the Haitian Ministry of Public Health and Population (MSPP) to manage funding, regulate, and monitor the health system; strengthen the leadership, management, and governance capacity of the Country Coordinating Mechanism (CCM); strengthen the strategic communication capacity of the MSPP and local Haitian journalists; and support USAID/Haiti to engage, inform, and elevate awareness of the Haitian public, diaspora, and US-based policy makers on key health issues. During the quarter two of year four, the project continued to contribute to PEPFAR's objective of saving the lives of those suffering from HIV and AIDS around the world. Technical assistance was provided to finalize the Paquet Essentiel de Services (PES) and revise the health facility authorization and accreditation manual. The project also strengthened coordination between the Unité de Coordination des Programmes (UCP) and national priority programs, including HIV, TB, and malaria. Improved management of integrated HIV and TB co-infection programming was achieved through joint site visits and technical support to the UCP, PNLS, and PNLT. The project provided technical and financial support to the UCP to develop a coordination manual that will define coordination mechanisms between the UCP and the HIV, TB, and malaria national programs. The manual is expected to be completed in quarter three and will be shared with all UCP technical staff at the central level and national programs to improve coordination and efficiency of administrative and human resources management processes. The project also recruited a local consultant to configure and install electronic touch screens to display programmatic dashboards, which were used by staff from the UCP, PNLS, PNLT, and PNCM to track and analyze programmatic data and remotely facilitate communication and information sharing. Financial and technical support was provided to the HIV and TB programs to conduct joint site visits in the Grand-Anse department, which revealed that the majority of health facilities visited have a high level of integration among the TB and HIV programs. The project also provided technical support to the PNLT and PNLS to conduct meetings to discuss HIV/TB co-infection management, which enabled the programs to better coordinate their joint activities and discuss programmatic indicators and joint HIV/TB monitoring tools. Equipment was purchased and installed at health facilities, including two generators delivered to Hôpital Notre Dame du Perpétuel du Bon Secours in Port-au-Prince. The project's achievements during this quarter demonstrate its continued commitment to improving the health system in Haiti and contributing to PEPFAR's objective of saving the lives of those suffering from HIV and AIDS. The project's technical assistance and support have strengthened the capacity of the MSPP, CCM, and national programs to manage funding, regulate, and monitor the health system, and have improved the management of integrated HIV and TB co-infection programming. The project's efforts to strengthen coordination and communication among stakeholders have also improved the efficiency of administrative and human resources management processes.
