Abstract
The program is funded by the United States Agency for International Development (USAID) under Cooperative Agreement AID-OAA-A-11-00015. The program's main objective is to provide technical assistance to the MOH and NGOs in organizational capacity building, with a focus on leadership, management, and governance. The program's expected results include strengthening the MOH's and NGOs' ability to implement effective HIV/AIDS prevention and education programs, improving the quality of services provided to key and priority populations, and enhancing the overall management and governance of the MOH and NGOs. The program's activities are centered on providing technical assistance to the MOH and NGOs in areas such as management control, technical audits, and monitoring and evaluation. The program also provides training and capacity-building activities for MOH and NGO staff, including counselors, technical staff, and management control personnel. During the July to September 2015 period, the program achieved several key accomplishments, including developing a working session with health regions to socialize technical audit guidelines and piloting tools, providing reinforcement to management control technical staff, and providing technical assistance to NGOs in drafting their technical proposals. The program also conducted several training and capacity-building activities, including a workshop for MOH-certified counselors, a strengthening session for the National AIDS Forum (FOROSIDA)/Humans in Action (HUMAC) technical team, and an Excel course for coordinators and managers of NGO projects with MOH contracts. In addition, the program provided technical assistance to NGOs in their monthly technical closings and coordinated with the National HIV Laboratory and regional labs to develop workshops on rapid HIV testing training for technical staff from NGOs. The program also coordinated with the Unit for the Administration of External Cooperation Funds (UAFCE) to conduct workshops on public and non-public institutions administrative guidelines, Revenue Executive Board's (DEI) new invoicing system, and transparency and accountability. The program's geographic focus is on Honduras, with a specific emphasis on the 18 administrative departments and the population of 8,045,990 people (2010). The program's timeframes are not explicitly stated, but it is mentioned that the program's activities are based on the revised Project Year (PY) 3 work plan that was re-submitted to USAID in July 2015. The program's recommendations are not explicitly stated, but it is mentioned that the program's activities are aimed at strengthening the organizational capacity of the MOH and NGOs, improving the quality of services provided to key and priority populations, and enhancing the overall management and governance of the MOH and NGOs.
