Abstract
The program is funded by the United States Agency for International Development (USAID) under Cooperative Agreement AID-OAA-A-11-00015. The program's main objective is to strengthen the MOH's and NGOs' leadership, management, and governance capacities to effectively implement HIV/AIDS prevention services. The program focuses on providing technical assistance to the MOH and NGOs in areas such as program management, financial management, and monitoring and evaluation. During the January to March 2015 period, the program's activities centered on accompaniment to the Unit for the Administration of External Cooperation Funds (UAFCE) to evaluate technical and financial proposals submitted by NGOs to contract out HIV prevention services. The program provided technical assistance to develop evaluation templates and train the internal evaluation committee. Additionally, the program advised UAFCE on the development and updating of the bidding process timeline and socialization and signature of agreements between the MOH and selected NGOs. The program also provided technical assistance to the Unit for Decentralized Management (UGD), Health Regions, and NGOs on technical and financial guidelines to implement agreements. Furthermore, the program supported NGOs with the development of products according to their technical proposals. The major accomplishments of the program during this period include: * Accompanying the MOH in preparing and updating the timeline for the bidding process to contract HIV prevention services for key and priority populations in Islas de la Bahía and Atlántida. * Carrying out a workshop to train the internal committee designated by the MOH to evaluate technical and financial proposals submitted by NGOs. * Providing technical assistance in the development of templates to evaluate technical and financial proposals submitted by NGOs and accompanying the MOH during the revision and evaluation of proposals. * Providing technical assistance to UAFCE to prepare the meeting to socialize and sign agreements between the MOH and NGOs. * Supporting and participating in meetings with UAFCE and Internal Audit Unit of the MOH in relation to compliance with an action plan prepared in response to audit recommendations. The program also provided technical support to revise and update administrative guidelines for NGOs and financial templates for liquidation of NGOs expenses. Additionally, the program provided technical assistance to 5 NGOs on the negotiation and realignment of 7 technical proposals to address observations and meet requirements of internal and external evaluation committees. The program developed 7 monitoring and evaluation templates to be filled out and submitted monthly by NGOs. Furthermore, the program provided technical assistance in the development of improvement plans for AJEM and PRODIM based on the results of the application of the SIMS tool.
