Abstract
The primary goal is to monitor and report progress toward achieving the objectives of the EGENCO 2018-2033 strategic plan. This plan sets out the future direction for the company, encompassing four focus areas. The performance improvement framework is based on a phased methodology, consisting of organizational assessment, development of a monitoring and evaluation process, and implementation to address the performance management capacity of EGENCO. The three phases are designed to assess the current performance management culture, develop a new performance management process and tools, and implement the improved structure, process, and dashboard. The Gantt chart outlines the tasks and timelines for the project, spanning 12 months. Task 1 involves assessing the current performance management culture, organizational structure, and process, while Task 2 focuses on developing the new performance management organizational structure. Task 3 entails developing the new performance management process, including goals, outputs, process activities, support tools, and competencies. Task 1 is expected to be completed within 15 days, with the outcome being a report describing the current state of the performance management organizational structure, processes, and reporting available to EGENCO, along with recommendations for an improved M&E system. Task 2 is also expected to be completed within 15 days, resulting in a revised organization structure and series of job descriptions clarifying the structure and roles of the performance management system. Task 3, spanning 40 days, involves developing the new performance management process, including documenting activities and tasks, facilitating workshops to identify process goals, objectives, and outputs, and presenting the new process to leadership for final input. The expected outcome is a newly defined EGENCO performance management process identifying the phases, stages, activities, tasks, required tools, and knowledge and skills required for each process activity. The implementation plan includes the development of an inception report, organizational structure, process map and details, M&E process report and dashboard, implementation plan report to the Board, and a 6 and 12-month evaluation of the process. The project aims to establish a robust performance management system that drives effective operational and strategic planning within EGENCO.
