The eight formal impact evaluations of HEALTHCOM I (1985-90) provide an abundant and valuable data set about the process of supplying long-term technical support in communications to large health programs in six countries in Africa, Asia, the Middle East, and South America.

Abstract
This paper describes how these evaluations were carried out, and thus provides important information on how successful evaluations of large-scale communications activities undertaken in the developing world really worked. (Author abstract)
