Abstract
The program was implemented in partnership with the Government of Malawi and the United States Agency for International Development (USAID). The LGAP program focused on four key result areas: increasing local government performance and transparency, strengthening demand for accountable government at the local level, improving the decentralization policy environment and systems, and enhancing public service performance management systems. In the third quarter of the third year of implementation, the LGAP program made significant progress in achieving its objectives. The program conducted various activities, including training for local government officials, capacity building for councillors, and support for district development planning and budgeting. The program also worked to improve public financial management systems, human resources management, and key management systems. One of the key achievements of the LGAP program was the improvement in district development planning and budgeting. The program supported the development of district development plans, which were aligned with the national development plan. The program also provided training to local government officials on budgeting and financial management. As a result, the program reported a significant increase in the number of districts that had developed and implemented their district development plans. The LGAP program also made progress in strengthening demand for accountable government at the local level. The program worked with civil society organizations and community-based organizations to increase citizen participation in local government planning and policy development. The program also supported the development of social accountability mechanisms, such as citizen perception surveys, to monitor the performance of local governments. In addition, the LGAP program made progress in improving the decentralization policy environment and systems. The program worked with the Government of Malawi to support the development of policies and legal reforms related to decentralization. The program also provided technical assistance to improve public financial management systems, human resources management, and key management systems. The LGAP program also reported progress in enhancing public service performance management systems. The program also provided training to local government officials on performance management and evaluation.
