Abstract
The report covers the period 3/87- 1990. The program met its primary objective of providing resources to replace foreign exchange lost because of the quota reduction. The program provided 18,294 MT of U.S. wheat, of which 17,878 were reported received. The program also helped control the price of bread in the country. Wheat sales generated local currency totalling MK11 million. To date, the Ministry of Finance has received and deposited MK6.87 million into a special account and disbursed MK4 million for two development activities -- divestiture of estates held by the Agricultural Development and Marketing Corporation and the upgrading of the Bunda Agricultural College Road. The delinquency of outstanding wheat proceeds is due to the Government of Malawi's problems in tracking and utilizing local currency generations.
