Abstract
A TA team will analyze SERST"s present organization and help SERST to develop a framework for improved internal management. Two in-country seminars will be conducted - one for top-level staff on the management proposals prepared by the TA team, the second for heads of divisions, offices, and bureaus on the need for a feedback system from lower to higher administrative levels. The seminars will include the development and analysis of a number of management case studies; the need for ongoing management evaluation and training will also be assessed. To improve SERST"s ability to coordinate research, the project will provide SERST with a word processor, a Xerox machine, a computer for internal record storage and retrieval, and video equipment. These will allow SERST, which up till now has had to rely on the equipment of other agencies, to conduct its audiovisual presentations, produce and reproduce correspondence and reports, and conduct recordkeeping operations on its own premises. Finally, SERST, through the National Center for Scientific and Technical Documentation, will be given access to the documentation and information services of the U.S. National Technical Information Service (NTIS). Ten documentalists will be trained in the selection of NTIS materials. Initial access to NTIS resources will be via printouts; also envisaged is specialized, short-term training at NTIS for one documentalist.
