Abstract
The OMVS Directorate of Planning and Coordination will implement the project. The cost allocation methodology selected for the project is the Separable Costs Reimbursible Benefits (SCRB) method which was developed by Utah State University. The University will provide technical assistance on the project and will update and refine the SCRB model to conform to OMVS needs. A microcomputer and related software will be installed at OMVS to develop the SCRB model and to perform cost allocation and cash-flow analyses in-house. The SCRB program will be run on the computer. Economics and engineering assistance will be provided to review the input data for the model and identify studies necessary to improve the model"s data base. Seminars will be conducted for OMVS and Member State Officials in Dakar on the SCRB model theory. The Project Manager from OMVS will receive training at Utah State in the SCRB model before the project begins. Two individuals fromthe Directorate with technical backgrounds in economics and computer programming will be trained to operate the model and will receive additional short-term technical training in the U.S. Two seminars will also be given for SCRB users on subject matter ranging from general methodology to technical operations concerns. The first seminar, will involve 30 participants and will include OMVS and member state planners and administrators and will consist of an introduction to SCRB and its applicationto guide decision making. The second seminar will be for OMVS technicians involved in interpretation and application of the model"s results. A users" manual will be completed for the data base and a French/English glossary of technical terms will be prepared. Training materials for the SCRB method will also be provided. The material preparation and translation into French will require two to five person-months of work at the contractor"s headquarters.
