Abstract
USAID/S will implement the project, which will consist of participant training, pilot activities, and consultant services. The project will focus on the transfer of important technology and management practices too small to merit project status. Activities will be selected by USAID/S and the Government of Senegal"s (GOS) Ministry of Plan, linked as much as possible to USAID/S"s agricultural production and health concerns and to general A.I.D. concerns (e.g., women in development, environment), and in some cases coordinated with other U.S.-supported projects and programs. Training will normally be short-term and not degree-oriented, consisting of seminars, observation tours, and courses of up to 9 months in duration. Key institutions and groups will be targeted, and curricula for the expected 110 trainees will be designed as appropriate to their individual jobs. Follow-up activities will include formal surveys of participants upon completion of training and again after a longer period;, maintenance of participant rosters; and provision of A.I.D. or USIS publications in participants" fields of specialty. Pilot projects (PP"s) will do prefeasibility or development work that is directly related to the USAID/S program but does not fit into an existing project. They will be experimental, limited, innovative in nature, and carried out under controlled conditions. PP"s will require significant Senegalese interest and thorough advance planning and will be implemented by TA or subgrants. It is expected that 6 PP"s will be implemented, with beneficiaries financing 10-25% of cost. Finally, long- or short-term TA will help identify, introduce, and evaluate proposed technology or management practices for improved health and agricultural performance. An average of 16 person-months per year is projected. Project Paper amendment of 6/28/88 extends the project 3 years (through 9/93) and doubles its funding in light of its success to date. The project is modified slightly to: focus more directly on key GOS and Mission priorities (i.e., health, agriculture, natural resources management, and private enterprises); streamline PP approval; and encourage greater private sector participation.
