Managing decentralization project

Evaluation, consisting of a PES facesheet attached to two interim evaluations (XD-AAJ-301-A,-B) and two annual reports (XD-AAJ-301-C,-D), covers the period 8/1/79-9/30/81. Because the conceptual focus of the project design did not correspond with the orientation of Mission projects, it was difficult to identify appropriate indepth country activities. A statement of the project"s concept and an illustration of the cooperator"s expertise should be included in the FY82 work plan due 11/81. Moreover, the conflicting roles of the cooperator"s executive committee and project director hampered adequate management of the limited indepth field work which was undertaken; other routine administrative systems have been slowly established. Management must be improved if the project is to continue, i.e., management responsibilities should be clarified in the FY82 work plan. Lastly, final reports on indepth work in Nicaragua and executive summaries of state-of-the-art papers of the workshop are overdue. The cooperator must submit these by 10/81.
