Report of the project on managing decentralization for the 1979-80 project year

The initial emphasis on short-term consultation resulted in efforts in Africa, Asia, and Latin America. Six state-of-the-art papers are being written and will be available by 2/81. Efforts to establish a basis for future long-term overseas assignments generated proposals for indepth applied research and recurrent consultancies as well as policies for project selection. Preparation of a roster of U.S. and foreign individuals and institutions with expertise in decentralization will expedite establishment of long-term, overseas relationships. Information was disseminated through use of seminars, conferences, mail contacts, and a project library. Similar activities are planned for the second project year. Early administrative difficulties have been resolved with appropriate personnel assigned and offices located.
