Abstract
Research was expanded considerably. Long-term, applied research began in Kenya (agricultural support system) and Nicaragua (municipal development); progress was made in establishing projects in Sudan, Senegal, and Egypt; and possibilities are being explored in the Philippines and Indonesia. To cement these relationships, 13 person months of short-term consultation was provided. In general, research will focus on strengthening subnational government and on improving rural productivity. Five state-of-the-art papers exploring the history, function, and utility of decentralization were prepared, and along with project field work were reviewed at an international workshop. Dissemination of research results was also achieved through use of a newsletter (circulation of 1,000), a colloquium series, and a specialized library; 625 scholars and institutions have corresponded with UCB or visited the campus. Changes have been made in project management at various levels.
