Abstract
for the United States Agency for International Development (USAID). The project's objective is to support USAID's communication efforts in Bolivia, focusing on strengthening the communication capacities of USAID's technical staff and project personnel. The BCA's approach has evolved over the years, with a shift from developing public awareness campaigns to supporting USAID's programs and projects. In 2008, the project focused on promoting and increasing awareness of USAID's activities in Bolivia through public awareness campaigns. In 2009, the approach remained the same, but the methodology changed, focusing on disseminating results of technical assistance and implementing USAID's brand and labeling norms. Currently, the BCA is focused on supporting central activities within the framework of a communication strategy, including coordinated and focused technical assistance to USAID's programs. The project's activities are carried out in accordance with the Work Plan, coordinating with USAID's project communicators and technical staff in Bolivia. The BCA's technical assistance is aimed at achieving results in several indicators, including the strengthening of communication tools, procedures, and project reach for USAID. One of the indicators is the number of USAID technical staff who, after being trained, act as spokespersons in public events and media tours. In 2010, 8 technical staff members were trained, and in 2011, 12 were trained, totaling 20 staff members. Another indicator is the number of technical staff members and project communicators who have been trained in media tools and communication, as well as the use of USAID's institutional brand. In 2010, 25 staff members were trained, and in 2011, 12 were trained, totaling 37 staff members. The BCA also focuses on improving coordination and communication within USAID and between projects. One of the indicators is the number of projects that apply USAID's institutional brand norms, including the manual of styles for developing informative sheets, banners, and success stories. In 2010, 8 projects applied the norms, and in 2011, 5 projects applied the norms, totaling 13 projects. The project also aims to increase awareness of USAID's support among beneficiaries and the general public. One of the indicators is the commercial value of printed media through free press as a result of the BCA's activities. In 2010, the commercial value was $90,000, and in 2011, it was $120,000, totaling $210,000. The BCA's monitoring and evaluation system includes several indicators, including the number of USAID technical staff who act as spokespersons in public events and media tours, the number of projects that apply USAID's institutional brand norms, and the commercial value of printed media through free press. The project's data is collected through forms and is available in the Monitoring System. The BCA's indicators are disaggregated by several criteria, including the name of the spokesperson, USAID program, project name, event type, event name, month, location, and gender. The data is collected through notes of press and television transmissions. The data is reviewed to ensure that the spokesperson has been previously trained through the BCA's training courses. The BCA's monitoring and evaluation system is designed to track the project's progress and achievements in supporting USAID's communication efforts in Bolivia. The system includes several indicators that measure the project's impact and effectiveness in strengthening communication capacities, improving coordination and communication, and increasing awareness of USAID's support among beneficiaries and the general public.
