Abstract
The manual aims to establish clear and simple procedures for planning and selecting personnel, with the objective of promoting good management practices in the municipality and making the administration of human resources more efficient. The manual is based on the principles of legality, objectivity, responsibility, impartiality, professionalism, efficacy, efficiency, vocation of service, and equality in different subsystems. These principles are essential for ensuring the effective and efficient management of human resources in the municipality. The manual emphasizes the importance of establishing a primary system of internal promotion of personnel before contracting external personnel. It also recommends maintaining an updated database of candidates, documenting all actions related to personnel contracting, and training responsible personnel in the methodology of behavioral interviews based on competency management models. The manual outlines the steps to be taken in the process of selection and contracting, including the identification of the need for hiring, identification of candidates, fulfillment of requirements for admission, analysis of employment applications, selection of personnel, and contracting and induction process. The manual also promotes the use of a guide for interviews, where the interviewer records their observations, and serves as documentation of the process in the file of the contracted professional. Additionally, it suggests supporting interviews with the incorporation of psychometric tests, which will help to identify the most suitable candidates for the positions. The manual is a result of the project "Facilitating the Regulatory Framework for Decentralization" executed by the Federation of Non-Governmental Organizations for the Development of Honduras (FOPRIDEH), in coordination with the Municipalidad de El Porvenir, Francisco Morazán. The project aims to strengthen the institutional and organizational capacity of the municipality, particularly in the administration of human resources, in accordance with the implementation of the Law of Municipal Career and other relevant laws. The manual is a tool for the municipality to ensure the efficient and effective management of human resources, and to achieve the desired results of making the administration of human resources more efficient. It is a guide for future hiring processes, ensuring that the contracted personnel meets the requirements established in the position profile within the Municipalidad de El Porvenir's Manual of Positions. The manual's importance lies in the need to implement a clear and simple process for the planning and selection of personnel, with the objective of promoting good management practices in the municipality.
