Abstract
The manual is a result of the project Facilitando el Marco Regulatorio para la Descentralización (DEE), executed by the Federación de Organizaciones No Gubernamentales para el Desarrollo de Honduras (FOPRIDEH) in coordination with the MUNASBAR. The manual aims to provide a clear and simple guide for the planning and execution of the recruitment and selection process, with the objective of promoting good practices in human resource management within the municipality. The manual seeks to make the administration of human resources more efficient through the application of techniques and instruments that facilitate the hiring of qualified personnel with a profile that meets the legal requirements established. The manual is based on the principles of legality, objectivity, responsibility, impartiality, professionalism, efficacy, efficiency, vocation of service, and equality in the different subsystems. These principles are supported by a series of criteria that guarantee their compliance, including the establishment of a primary system of internal promotion of personnel, the maintenance of an updated database of candidates, the documentation of all actions related to the hiring of personnel, and the training of responsible personnel in the methodology of behavioral interviews based on competency management models. The manual also emphasizes the importance of creating a guide for interviews, where the interviewer records their observations, and that serves as documentation of the process in the file of the contracted professional. Additionally, the manual suggests supporting interviews with the incorporation of psychological tests, knowledge tests, behavior tests, and competency tests. The manual establishes a formal procedure that guarantees the hiring of the appropriate human resources in their specific positions within the municipality. It serves as a guide for future hiring processes, ensuring that the contracted personnel meets the requirements established in the job profile within the Municipalidad's Manual of Positions. The manual aims to achieve an efficient and effective management of human resources, avoiding the duplication of functions and ensuring that the contracted personnel performs their duties effectively within the municipality.
