Abstract
The purpose of this policy is to improve management control and oversight on the use of court-owned computers, including peripherals such as fax machines, printers, scanners, and other equipment. The policy applies to all court personnel, including judges, judges' staff, court executives, and clerical and administrative personnel, who use computers in the performance of their official duties. The supervising judicial officer is responsible for the management of automated equipment, and an automation manager will be appointed to oversee the implementation of this policy. Court-owned computers may not be used in private residences, and the computers are government property, intended for official business only. The policy can only be changed or modified with the prior written authorization of ARD Inc. The policies will be reviewed annually, and procedures for monitoring will be determined by representatives of ARD Inc. The manual outlines guidelines for the general use of computer resources and services, including the prohibition of personal use of computers and the storage of material found embarrassing to the court, Ministry of Justice, or other entities of the Kingdom. Users are also prohibited from storing indecent, profane, obscene, or other unlawful material in any form. The automation manager is responsible for maintaining an inventory of all computer hardware and software, including a description of each piece of equipment, acquisition date, location, and condition. The hardware inventory must be performed by the end of March each year, and each piece of hardware must be marked with an identification tag that is easy to read. The manual also outlines procedures for equipment security, including annual computer security awareness training for all court personnel. Employees must refrain from any practice that might jeopardize the court's computer systems, including the introduction of viruses, Trojans, or spyware. Employees must also take precautions to prevent loss, theft, or damage to court-owned computer property. The manual includes guidelines for physical security, including the installation of steel doors, bars on windows, and a portable fire extinguisher in the computer room. All server systems are protected from power fluctuations with the use of uninterrupted power systems (UPS) located in the computer room. The automation manager is responsible for performing complete backups each working day on all server systems, and backup tapes will be stored daily in the Chief Judge's safe. The backup procedures must be posted in writing on the wall of the computer room. The manual also outlines procedures for software installation, including the requirement that no software may be installed unless authorized by the representative from ARD Inc. and must be installed by the automation manager. Copyrighted software must not be reproduced, except as permitted by the terms and conditions of the contract under which it was purchased. The manual includes a Computer User Agreement, which outlines the responsibilities of users, including the prohibition of unauthorized access to computers, networks, or telecommunications, and the promise not to take any actions that will jeopardize the security of the judiciary's automated information systems after departure from employment.
