Abstract
This model aims to improve the quality and speed of service delivery, making it more efficient and transparent. The one-stop shop is a reform of the administrative structure, which has been reorganized to provide better services to citizens. The manual of administrative procedures, developed with the assistance of USAID and the Institute of Public and Private Policies, outlines the procedures for various administrative services provided by the Bashkia Berat. The manual is divided into eight sections, each covering a different department or unit within the Bashkia Berat. The first section, Drejtoria e Financës (Financial Directorate), outlines the procedures for issuing invoices for various services provided by the Bashkia Berat, as well as procedures for paying salaries and benefits to employees. The second section, Drejtoria e Planifikimit të Territorit, Investimeve dhe Kontrollit të Projekteve (Directorate of Territorial Planning, Investments, and Project Control), covers procedures for providing information on development indicators, document archiving, and licensing for 24-hour activities. The third section, Drejtoria e Burimeve Njerëzore, Marrëdhënieve me Publikun dhe Juridike (Directorate of Human Resources, Public Relations, and Legal Affairs), outlines procedures for handling citizen requests and complaints, providing information on services offered by the Bashkia Berat, and document archiving. The fourth section, Drejtoria e Koordinimit, Zhvillimit, Strategjisë dhe Prokurimeve Publike (Directorate of Coordination, Development, Strategy, and Public Procurement), covers procedures for coordinating and developing public services. The fifth section, Drejtoria e Bujqësisë, Administrimit të Pyjeve, Ujerave dhe Shërbimit Veterinarisë (Directorate of Agriculture, Forest Management, Water Resources, and Veterinary Services), outlines procedures for providing services related to agriculture, forestry, and veterinary care. The sixth section, Njësitë Administrative dhe Lagjet 1,2,3 (Administrative Units and Settlements 1,2,3), covers procedures for providing services related to residency, identity verification, and social services. The seventh section, Drejtoria e Shërbimeve Sociale (Directorate of Social Services), outlines procedures for providing services related to social welfare, including disability benefits, economic assistance, and residential care. The eighth section, Drejtoria e Taksave dhe e Tregjeve (Directorate of Taxes and Trade), covers procedures for providing services related to taxation and trade. The manual aims to provide a unified model for providing administrative services to citizens, making it easier for them to access information and services. The one-stop shop model is expected to improve the quality and speed of service delivery, making it more efficient and transparent.
