Abstract
This catalog is a compilation of sub-national, greenhouse gas (GHG)–reducing actions and policy options prepared by the Center for Climate Strategies (CCS) based on policies or actions undertaken or considered in subnational climate change action plans by multi-stakeholder groups in a wide cross-section of U.S. States, Mexican States, Chinese Provinces/cities, and by other state, local, and private participants. The catalog is organized into five sectors: Energy Supply (ES), Residential, Commercial, Institutional & Industrial (RCII), Transportation and Land Use (TLU), and Agriculture, Forestry and Other Land Use (AFOLU). Each sector is further divided into specific policy and action options. The catalog will be reviewed, revised, and expanded during the ES Technical Working Group (TWG) process. In the Energy Supply (ES) sector, several policy and action options are presented. Option ES-1, Renewable Energy, includes a renewable portfolio standard (RPS) that requires utilities to supply a certain percentage of electricity from eligible renewable energy sources. Option ES-1b, Green Power Purchases and Marketing, allows consumers to purchase "green tags" along with their electricity, ensuring that a quantity of electricity equal to their purchase contributed to the development and support of renewable resources. Option ES-2, Advanced Fossil Energy, includes policies to encourage the development of advanced fossil technologies, such as integrated gasification combined-cycle (IGCC) and advanced pulverized coal. Option ES-2a, Advanced Fossil Fuel Technology incentives, support, or requirements, includes mandates or incentives to use advanced coal technologies for new coal plants. Option ES-2b, Support Efficiency Improvements at Existing Fossil Fuel Power Plants, includes policies to encourage efficiency improvements and repowering of existing plants. In the Fossil Fuel Production: GHG Emission Reduction Incentives, Support, or Requirements sector, Option ES-3a includes emissions of both methane (CH4) and CO2 can be reduced in oil and gas production. The EPA Natural Gas STAR program offers incentives to reduce leaks during production, processing, and transportation/distribution. The catalog provides a comprehensive framework for developing and implementing low emissions development policies and actions in the energy sector. It offers a range of options for reducing GHG emissions and promoting the use of renewable energy sources. The catalog will be reviewed, revised, and expanded during the ES Technical Working Group (TWG) process to ensure that it remains a relevant and effective tool for policymakers and stakeholders.
