Abstract
USAID's primary technical assistance initiative, implemented by Chemonics International and its consortium of partners, aimed to improve reading levels for students in Grades 1-3 through an effective, sustainable, and scalable national program. The technical assistance program targeted three outcomes to achieve this goal: 1) improved early grade reading instruction in public primary schools and daaras, 2) delivery systems for early grade reading instruction, and 3) parent and community engagement in early grade reading. The program focused on Output 1.2 – Teachers' Skills in Evidence-Based Early Grade Reading Instruction Improved – and Output 1.3 – Coaching and Supervision of Early Grade Reading Instruction Improved. To achieve these outcomes, Lecture Pour Tous provided training materials for teacher training, and training materials plus toolkits for coaching and supervision used by school directors and inspectors for the 2018-2019 school year in the six regions targeted by the program: Diourbel, Fatick, Kaffrine, Kaolack, Louga, and Matam. The program team facilitated the distribution of these materials during the teacher training and coaching/supervision sessions. The pre-distribution audit of the training materials for teachers and coaching/supervision revealed no major problems. The receipt of all printed material was documented via a formal inspection process, confirming that the quantities ordered matched the quantities received. The program team also conducted a post-distribution audit of the materials, which determined that a total of 9,016 teacher's guide extracts and student textbook extracts used for training, and 1,348 training modules were delivered during the training sessions. However, due to challenges in accurately projecting the exact number of teachers requiring materials and the exact number by language of instruction, Lecture Pour Tous used conservative projections for the 2018-2019 school year. As a result, the number of extracts printed was considerably more than the number of extracts distributed. The remaining extracts are under the program's responsibility and supervision. In consultation with all partners, Lecture Pour Tous will define potential ways of using this material during the remaining years of the project and determine more realistic printing projections moving forward. The post-distribution audit of the coaching and supervision materials determined that a total of 5,228 coaching and supervision modules and coaching and supervision practical manuals were distributed, respectively 91.78% and 91.72% of the total quantities printed. The program has a remainder of 8.24% of the coaching materials remaining in stock following the different training sessions. The available surplus will be used, as appropriate, to reinforce the current supplies and future training sessions. Overall, the distribution of training materials for teachers, coaching, and supervisors for the 2018-2019 academic year was generally satisfactory, thanks to successful collaboration between the key actors involved. Lecture Pour Tous will facilitate a 90-day post-distribution audit of the coaching and supervision manual/toolkit, which will inform the program and the MEN on the percentage of school directors (and, now inspectors) who still are in possession of this coaching and supervision resource and the condition of the manuals.
