The Government of Senegal and its Ministère de l'Education Nationale (MEN) have launched a national reading program, "Lecture Pour Tous," to significantly increase reading outcomes for students in early grades.

Abstract
The program aims to improve reading levels for students in Grades 1-3 through an effective, sustainable, and scalable national program. USAID's primary technical assistance initiative, contracted under USAID/All Children Reading, is implemented by Chemonics International and its consortium of partners in support of the Senegalese national reading program led by the MEN. The program targets three outcomes to achieve its goal: 1) improved early grade reading instruction in public primary schools and daaras, 2) delivery systems for early grade reading instruction, and 3) parent and community engagement in early grade reading. The success of the program depends on the distribution of teaching and learning materials (TLMs) to teachers and students each year. For the 2021-2022 school year, the program estimated material losses amounting between 3 to 5% of the total distributed materials. The program's technical assistance team ensured the delivery of materials to the IEFs of the six targeted regions, from which point local inspectorates ensured the transfer of the materials to schools via school directors. Based on inventory in the schools and the remaining stock from the 2020-2021 school year, the Lecture Pour Tous team prepared sufficient materials to fill existing gaps as well as to meet the needs of the newly incoming CI and CP classes in target schools. The program estimated its needs for this year based on the following assumptions: 1) an annual approximate material loss of 5.91%, 2) a buffer margin of 15% for teacher guides, 3) a buffer margin of 5% for class manuals, and 4) an average enrollment of 45 students for each new CI class in all schools that did not previously enroll one during the 2020/2021 school year. The estimated TLM needs for the 2021/2022 program year are as follows: - Teacher Guides: 976 CI, 764 CP, and 813 CE1 - Class Manuals: 32442 CI, 32229 CP, and 32278 CE1 - Home Manuals: 29967 CI, 22205 CP, and 22664 CE1 - Alphabet Boards: 664 CI - Games: Level 1-4, with varying quantities for each level and language - Student Textbooks: Wolof, Pulaar, and Seereer, with varying quantities for each grade and language - Take-home Booklets: Wolof, Pulaar, and Seereer, with varying quantities for each grade and language - Leveled Readers: Wolof, with varying quantities for each level and language The program's technical assistance team worked to ensure the delivery of these materials to the target schools, with the goal of improving reading outcomes for students in Grades 1-3.
